I would try to find out. EFI can be complicated just as others can but to be honest, if you understand a motor and what each table or variable does it's pretty simple to at least get a clean running motor. Now, the guys that can squeeze out that extra 5-10 hp are on a completely different leveling of tuning but this guy sounds like he is failing the basics here.
Idle is one of the EASIEST things to tune in my opinion.
Edit -- Like I said, i'm no LS tuning master but I have done it on ls1,2, and 6 with all differennt stages of N/A performance and it really was't bad...
