Its literally impossible though lol

That car is not registered legal in the USA, its coming from Vancouver not Washington. He wouldn't be able to drive it, unless hes a total idiot and bought it from some guy like dohc who first imported it and knows how to do the legal shit and then would charge a ridiculous premium.
