When a RWD car does a burnout and releases the brake and rolls up the hill while the tires are still smoking whatever water that was tracked up by the front tires evaporates. The burnout follows the wet front tires. In a FWD car the back tires just track water straight up to the line. There is nothing behind them to get rid of the water.
Also, most the FWD cars only spin 1 front tire. The other one just acts as a third rear wheel.

and those are just cheap asses or dumbasses that dont know what an LSD does. also meaning they are probly pretty stock. anytime anyone with knowledge does an engine swap in a honda especially B18 for example they always use a factory honda LSD or an aftermarcket one. when u have the engine and tranny out there is no reason not to throw in a light flywheel decent clutch and and a LSD.
anyway im still not budging, its still up to the track to ensure saftey and accommodate the needs of the ppl paying to race, especially now it seems since u say they are in a hard way financially.
if they can separate the FWD and RWD and serious racers and the hobbiest on diff days then seems most of the issues would be resolved. with everyone separated there will be smaller turnouts each nigh necessitating a bare minimum staff. and might even attract back ppl that were mb getting irritated with the probs.
