Way I see it.
20 seconds any car full throttle you should atleast be in 4th.
Heres my line of thinking.
He's nailed first, into second, this would happen in a MAX of 5 seconds, as its a race, therefore leaving a full 15 seconds on full tit in second.
The fail comes into it when you don't think that"OMG MY CARS NOT SHIFTING(im going to assume the cars an auto, seeing as how he has the mental capacitiy of a flea and wouldn't be able to operate a cluth and steering wheel at the same time) LETS KEEP MY FOOT NAILED TO THE FLOOR COS THAT MIGHT FIX IT"

I'd only ever do it on a runway on a bike though, those fuckers scare me

180 km/h in my 04 impala...car got shut off due to governor ...lol but its a 10K fine and your car impounded if you get caught in ontario doin 50 over, so its probly a good idea not to go that fast

In New Zealand 40 Km/H over the limit instant 28 day loss of licence and car may be towed (police officers discreation)
But we have anti-boyracer laws which are pretty shithouse gay.
You can have your car impounded and your licence taken for 28 days for the following..
Excessive acceleration, the wording is, Operating a motor vehicle causing it to accelerate excessivly.
Excessive exibition of speed, dont know what the wording is for this, but if can be deemed that 10Km/H is excessive.
Sustained loss of traction (my personal favourite, been done twice for this ), operating a motor vehicle causing it to undergo a sustained loss of traction.

Any of those can also be coupled with reckless/careless/dangerous driving which also have a 3/3/6 month minimum disqualification on the licence.
