All seasons are better if you get caught unprepared and the snow/ice/generally cold weather starts early/comes back. Means you're not totally unprepared. Places with mandatory winters you still see plenty of all-seasons.

what if it never snows here but rains all the time? what should i get?

Summer's without a doubt. All-seasons are adequate in all seasons but not good. Summer's are great in dry and damp and winters are great in ice, snow and below 8c/0c.

I have 5 vehicles so i tend not to think from the perspective of a person depending on 1 car.

I own four but I presume that experience is not typical. Canadian and US border state winters are unpredictable so summer tires to some are a risk for those few weeks of the year where snow and ice is possible one week then 10C the next.

Shame on you for putting run flats on a somewhat sporty car. All seriousness, get 4x new and keep the run flats as spares in the garage.

His car is a 328i 2011. He's not going to be racing anyone to really need "summer" tires. I'd say A/S is a solid choice if he sees snow occasionally. If no snow at all, then summer is the obvious choice.
