I'd be more concerned steering head bearings, swingarm linkage bearings, etc.

Past weekend I went out riding my buddy's 400 4 stroke. and I honestly like it. I almost loved it. Except for the weight, so much low end, just honked top end past his 01 kx250, and would cat walk like no tomorrow. A total pig on the trails though.
That 400 isn't a race bike. A 250f or 450f is a completely different animal.
More premix oil always makes more top end power. You can run a ratio like that if you jet for it. There is no real good reason to if it is still in a dirt bike. We ran Amsoil at 28:1 in our shifter kart engines. They see sustained high rpm though. I run H1R at 40:1 in 2 stroke dirt bikes.
Premix ratios and jetting are a counter intuitive thing. The less oil you run the richer the mixture actually is. At 20:1 it was running like poo because it was lean.
