Okay wanna handle it through the proper legal channels? Prove that the man has ownership of the cat, document damages done, take his ass to court and sue him for damages. I have shot several neighbors animals who made their way onto my property to fuck with my livestock. I had the Chief Deputy himself tell me that i was in no way outside of my legal rights by shooting an animal on my property that was damaging, or would be believed to cause damage to my property. When i deploy my brother watches my house, one of the neighbors who's dog i had shot started harassing my brother (which he thought was me), my brother not only pulled a sidearm and held the man there on the ground while he called the police, the man also had criminal charges filed against him for harassment and had a restraining order issued to him.
If that cat is on your property you are well within your rights to fix the issue, i just advise talking with the owner to see if he wont try to pin it up or something. Maybe things are just different here in Indiana though.
