Not true.

Any spoilers fundamental purpose is to create stability at high speeds by ADDING downforce. You have 1/2 of it sort of right. It would be physically impossible for a spoiler to not create any sort of downforce, while creating "stability at high speeds". The design and orientation of the spoiler(s) dictates the amount of downforce created. Whether or not this is a substantial amount is the question in this particular thread/poll.
