i would do this, get a good amount of recording in short amount of time and take it to a lawyer
imo i would not take it to chief of police, he's most likely friends with his co-workers like everyone else that has a job
Just took it to the chief 30 mins ago and he kept saying if it was him he would of pulled me over alot sooner and all this bs then when i mention i had it recorded he completely changed his mind and was like "oh well I'll write out the complaint and have a talk to them about this"

Call the Capt, make a formal complaint. If, after speaking with the Capt, they continue to harass and single you out for absolutely nothing, take it higher. I dont know your previous history or record, but from the story you/ve told, they have no reason. Do not provoke them however, as it can lead to serious issues down the road.
Just did, I have nothing on my record and for singling me out I got a charmander on the back of my truck... It's a pretty good size sticker so theres no way it could get mistaken for another truck like mine. I'm the only one in town with a pokemon on the back (city population is only like 14k, Our biggest store is a walmart).

they can follow you all they want. checking your plates, maybe another car that they're searching for is the same type, model etc. It could be anything and even if you bring it to the station they can claim anything. It's not harassment if they're just following you. They can just be checking the plates and searching for warrants, or whatever. I've been followed quite a few times in my sti just because they're stolen quite a lot in NNJ so usually Central NJ, LI, and Southern NY cops are notified.
If they're local cops they can't do too much out of their jurisdiction, but if it's state cops then it's a different story. Also +1 on the video, if it's illegal to use a handheld device while driving then don't.
If they do something like that again, just pull over and see what happens. If they approach, ask why you were being followed.
Last night the cop was waiting down the block from my house with his car off, as soon as i passed him he turned it on and started following me to my house -.- this is getting to out of hand.
also on a side note anyone know what are good cameras I should buy? I'm thinking 100-150 each should get me good ones.
