not always, when a track car is set up right sometimes u need more - camber in the rear. it depends alot on suspension geometry, the front and rear geometry is usually diff. spring a bump stiffness affects what the static camber will end up being aswell.
btw before u or anyone else says it i know that civic is not a track car, im speaking purely about a track car. that civic is ugly as hell.
