Because back in the day lots of motors were required to run EGR valves and other emissions items due to certain states. Back then, when these were destined for say... Wisconsin, or other similar states that did not require smog at that time these motors were not fitted with the EGR system. If you were in say California, or other states that did have smog or emissions testing, they would ship with those parts in place.
Manufactures decided, rather than make two completely separate intake manifolds for the same motor, they would make one that could be fitted for either application. That's why you see the factory casting (lol) has an indentation and bolt holes for one, but nothing in its place.
You're simply just missing the dummy bolt they put in place so that the intake would not leak. Either order one from Chrysler or refer to my post above if you want to be cheaper about it
