it was a vacuum leak. 20 year old 4runner, 20 year old hose, randomly searching around the engine I found a hose that had a decent fracture in it, when I went to grab it, it basically fell apart in my hand.
started the 4runner, it ran like absolute garbage, shut it off, bought a new hose, installed it, check engine light is gone.
so bank 1 running to lean, in my case it wasn't that it wasn't getting enough fuel, it was just getting too much air
