It's a pain in the ass to change out. That's why i suggested trying to flush it first. The 96 blazer i drove back in high school had the original dexcool in it when i got it and no heat. It had clogged the heater core but i was able to blow it out with a hose.

the windows fog up when the a/c isn't running and you're just recirculating stale air/your breath. you need fresh a/c air to de-fog. Unless you meant it FROSTED over, in which case heat is needed to defrost..

tell her to turn the a/c on next time it fogs up, doesn't matter the temperature, and put it to the defrost setting so it's blowing on the windshield. It'll unfog

as for the heat, prolly the heater core or since it's an older vehicle I know the cable that opens the diverter valve can get closed/open, so when you turn the temp from hot/cold, it just stays on cold. happened in my old car, might try checking that.

IIRC girlfriends sister did hers by cutting some of the dash out. Busted one of the vent tubes, other thsn that didn't take them long.

His blend doors should be vacuum operated and easy to tell if they are moving. I could hear mine switch over.

eah.....

sounds like the notorious heater core to me.....

is the passenger floorboard/carpet damp?

and boy are they fun to replace, id like to think im a fairly good knuckle buster, and it took me 5ish hours to change my brothers on his 2000 blazer, you have to pull the dash, its awesome

repair shops charge like 800-1300 to repair a 30$ part.

sucky.... wish there was just a way to change it like on my bronco where you just pull the glove box out

This

could be a stuck thermostat too. Good luck!

Tell your gf to dress warmer and keep a handful of paper towels handy to clear the windshield while driving.

Hope this helps.
