STIs and competitors have had 300+ hp for a long time. GTIs will never be about high hp.
Honestly the new gti's are starting to hit some decent power numbers, but the R lines have always been the top, gti is the affordable sports version.

One shouldn't underestimate that being fwd-only this car remains lightweight in comparison to the AWD cars, thus it was able to beat off its direct competitors.
Almost every "R" vw is Haldex AWD which is fwd based, but transfers power to the rear wheels via controller or loss of traction.
It's the gti's you're thinking of.
