If the WP is bad the issue will be worse at higher rpm regardless of vehicle speed as the airflow over the radiator will have little effect.

start it and pop the hood, check to make sure the water pump pully is spinning

Probably has a slow drip from the weep hole on the bottom side imo

Haha I know. Can't tell you how many times I've seen water pumps with plugged weep holes

sbc waterpump cost 30$ and takes 30 minutes if your pretty quick, i would probably replace it
Not that its a common issue with the older vehicles but u may try and get any air bubbles out of the cooling system aswell, air bubbles can seriously decrease cooling system efficiency
E/ if your waterpump totally seized you would know, im pretty sure that the pully is spinning smh
