They're bolt/screw extractors. They have a left hand helix on them. so they bite as you rotate them counter clockwise (The dame direction that would loosen a bolt).
Each one has a hole size specified that you drill into the sheared off bolt, you give them a good smack, and turn the bolt out.
I have a set that came with left hand drills- some of the time just the action of drilling a hole with the left hand drill is enough to get the bolt out.

They are in my to-go toolbox that I carry in my car everyday lol. Also a common size tap and die set as well.
Lol it always blows my mind when people MANGLE the hell out of a tapped hole, when these things are so cheap and readily available.
