I know my taxes went towards the buyout of Chrysler and General Motors because of their ridiculous contracts with the Unions and their retirees. Because of the Government buyout their quality has dramatically went downhill.

Of your choices I'd go with either a Scion or Toyota.

i would not recommend the cruze. My firend is works at gm dealer as a mechanic and hes getting 14000 kilo cruzes comming back with bad tranny leaks and they also have halfshaft recalls as they are hallow and break from the engines low torq...
i think the tranny seal is also on recall tough. all this o top of ignition switch

The halfshaft recall only effects a small percentage of them and they have to provide a rental until it is replaced. I haven't seen anything about trans leaks but the water pump on the 11-13's is a weak design that should be replaced under warranty. Our 2011 has 70,000 miles and no issues besides the water pump under warranty. It is also extremely easy to work on. I don't have any complaints. I wouldn't buy an N/A 1.8 though. The turbo 1.4 drives like a V6. She averages 30mpg with no concern for economical driving.

Toyota is probably the only one on that list I would trust
But bonus points for buying American so either way works

Get a Civic. You won't get a "nice car" for under 20k, at least you can go for good mileage and reliability.

Civic > Corolla or Camry IMO

Honestly i was quite surprised to see how many nicer cars there are right at 20-22 range
The new corolla, tc, and dart are all right there at that range.

this is what one of the other car dealers said , that he recommended avoiding the cruze because they have a lot coming back.

Appreciate all the input guys!
