Wouldn't be a ground issue if lights are turning on. Sounds like the power wire is bare and touching a bare wire for your gauge lights. Unless some pins in the ecm are touching
all i know is there is a ground wire under there cut off and they both share the same ground.
google said a bad ground on these year models can cause this problem, but given the condition of the overall wiring i'm just gonna redo every damn thing starting at the harness.
