Nah, $45 for a new tire with a new warranty.

He just said $45 to get a new warranty on a replaced tire from his road hazard warranty.
Which means
He brought it back for his warranty, they replaced it, then they had to charge him $45 for a new warranty on the new tire, in case it happens again. Usually the warranty its 1/4th the price on a full tire and the original warranty usually is the same price as a whole new tire. So if you figure 45 x 4 = $180 which would be what he originally paid per tire, which sounds right on point.
My god....
If you read how he worded it, sounds as he said he paid $45 for a NEW tire AND a new warranty..not what you're talking about.
