That is simply not how it works. Try to grasp the formula for hp. Torque is the force exerted twisting the crank. Hp is the amount of tq over a given period of time. 1 engine making 400lb ft of torque turning 1000rpm is not transmitting as much power to the transmission as one making 300lb ft of torque at 3500rpm. It is producing 3/4 the power per revolution but turning 3.5x as fast.

Sustained wheel torque over time(horsepower) is all that matters for a performance engine

I always will favor horsepower over torque because peak torque numbers are pretty much meaningless.
More RPM = More available gearing = more wheel torque
Also torque is pretty much related to VE and engine size so there is somewhat of a hard cap on it.

Exactly. Thats why 500ci pro stock engines turn 10,500rpm to make 1500hp.
