I think it might be, I had a friend buy a car from a local area dealer, carfax showed owners and some minor things, turns out car had a bent frame and he just thought his allignment was messed up.

Few months later he checked carfax and it was a salvaged title.

and in WI they don't give you the title anymore if you have a lien holder you just have proof of ownership
