Sounds like a bad valve body... or possibly a speed sensor or pressure sensor. Not really sure what these use, never had one apart.

When you do drive the car in first or reverse, is there any noticeable slipping?

It could be a number of things. Like i said im not 100% sure how these are built because i've never had one apart.

It could be:
a bad valve body, bad pump, bands out of adjustment, torque converter could be fucked, could have to much or to little trans fluid in the system.

All you can do is start problem solving

My money is on the valve body. One little bearing out of place, and the whole thing goes haywire. Not to mention that it probably sat for a while, or didn't get cleaned out before being shipped. There is probably something in the VB stuck in place, not letting fluid travel.
Have you let it warm all the way up yet, and try moving the shifter through all the gears? Not driving, just moving it, letting it engage, them moving it again.
