Cheapest way would be Navy / Army / Airforce, even if you dont go in for as a pilot. the GI Bill would cover the basics of your flight school and get you a private license.

If you can go into the military as a pilot, go for rotorwing. Rotorwings can fly both, fixed cannot.

Tuition assistance and the GI bill will cover only SOME of your ground schooling, but flights, instruction, and the rest come out of pocket, I've known a few ppl that have gone that route assuming the AF would pay but that is a myth.
