its actually easier to drive in snow in the north. for some reason the snow they get in like pennsylvania and new york and the rest of new england is no where near as slick as what we get in kentucky. i think a lot has to do with ours is trying to melt and just refreezes and turns to ice. i realize it can get slick anywhere but ive drove in it up north and it has a completely different feel to it. not sure about wiscansan and minnersoda though
It's the same way even further down. Once or twice a decade when we get a decent winter storm the rest of the country makes fun of us for shutting down over 3-4". It's not snow though, it's usually rain that freezes overnight, then snow that melts ever so slightly and refreezes the next night, etc. Couple that with people having no driving experience in those conditions and it's a disaster.
I pulled out a 4wd F250 with Ohio plates a few years ago when we had some ice. He was passing everyone on the 4 lane doing 15-20mph more than everyone else. A few miles later I catch up to find him in the median ditch. $50 and some shame and he was out.
