I'd stay away from "new" car. Specially at that budget.
So many good options out there for 35k.
I'd aim for certified pre-owned with a good chunk of warranty time / mileage left.
The Audi S4 is pretty solid platform currently, with hardly any problems in the B8.5 model (B9 is right around the corner so they are priced very aggressively). A ton of great deals out there. And with a $1800 upgrade you can get stage2+ tune with pulley upgrade and that brings you to over 400+awhp no problem. Just one suggestion.
You could get a cheaper 370z or G37 and get a Fast Intentions Twin Turbo setup also. 600 HP there and very solid build.
What brands do you like? What kind of power do you want? 300-600hp?) does all wheel drive matter? Do u care about powertrain factory warranty that much? Etc etc etc.
S4's are awesome, just make sure it has proof of timing service and stay away from ones with around 100k miles without that proof. The timing is prone to issues and can be anywhere from 3000-6000$ for a timing service or even more if something goes wrong.
