for doing plans for a house/garage to present to a contractor so he knows what I want, not paying a fucking architect to do up a floor plan
thinking 30x30 is a good size for the garage, 16x8 door, 1 man door, 2 windows, just need to see it drawn up

Paper and a ruler. If a contractor is doing it and pulling a permit an architect will have to certify the plans. They can take a hand drawing and frame it if you arent getting a permit. It is pretty simple.

Im saying it doesnt have to be perfect. You arent doing the engineering drawing, just the floor plan. The builder is responsible for actually making it work. Draw a box, place your windows, write measurements and distances. He can take it from there.

Im not just doing a square garage with a door and a window, I'm doing the house also.
I know I can draw a box on a piece of paper, that's not what I'm asking for though.

I used to do this for a living. If you arent an architect it will all have to be done by one anyway. Drawing a floor plan by hand is easiest because changing things only requires an eraser. It doesnt even have to be to scale. Free software is going to suck.

the cheapest way to do it is find an existing plan that is close to what you want and modify it from there. That way you know all of the load baring walls are in place ans the roof will work. Doing one from scratch is going to cost you even if you draw it yourself. The architect will have to work backwards to do the structural parts.
