Does the strap on the passsenger side have a specific name? Its hella fucking loose also its hard as fuk to turn the steering wheel

First thing I thought of was a seat belt considering you didn't say engine. And is it not the serpentine? If it's super loose and not turning the power steering pump, it might make it difficult to turn.

What year neon? Early ones were cake to replace, later years got a shit ton more plastic in the way but still not a huge challenge

So as you can see, there is alot of plastic guards and bullshit in the way, however they do just all unbolt off and (its been a long time) but if i remember correctly you do not have to take off any of the above hoses to get everything out of the way to get the belt out.
