There are 3 active Shikoku Ken breeders in the USA and 1 in CAN. The breeder in CAN has the highest production rate and largest program in North America.

The Shikoku Ken is not rare in America due exclusively to the reasons you listed in your question, they are rare because the breed is difficult to breed and there is an extremely small gene pool, even in Japan.
In all of North America there are less than 100 Shikoku Ken, and of that 100 in North America there are only 6 stud dogs. The wait lists for a puppy from any of these breeders is at least one year, but the average wait is well over 2 years. Some people have waited longer than 3 years to get their Shikoku puppy. The breed is even rarer in Europe where there is around 50 dogs.
The cost of breeding such a rare breed is extremely high, so I would expect to pay over $2k USD for a puppy in North America and over $5k USD in Europe.
One thing to keep in mind about the Shikoku Ken is that, while they may be closely related to the Shiba Inu or Akita Inu, they really are their own unique breed and are just as different from the other Nihon Ken as they are the same.

rare dogs are not necessarily expensive
have owned and own rare breed dogs
fashion dictates the price of dogs
and if demand outstrips supply then the price can go skywards
even for common breeds

they have a female born 2012 which they would give away for a small adoption fee
