So, our little Yorkie is only 13 weeks old, and we're having house breaking problems.
I've been trying to crate train him and we have him on as close to a schedule as my wife will allow, because she won't let me regulate his food and water intake. He has no problems peeing outside. He gets put out as soon as we take him out of the crate in the morning, and regularly ever two hours throughout the day.
He does this outside, without problems, and he rarely pees in the house, even when we pen him in the kitchen for extended periods.
The problem lies with him dumping anywhere he pleases.
We'll let him outside for 20+ minutes, and he'll wait until we bring him back INSIDE to dump. We've tried waiting longer outside, and lengthening the times between putting him out. He still just waits until we get back inside.
We've been refraining from smacking him for it, since it's fairly evident that it's a fault on our part, and I don't want him to start hiding it where we can't find it. For some reason or another he's learned that he has to pee outside, but dumping in the house is alright.
In addition, he's very weird about it. Nine times out of ten after he poops in the house he'll growl and paw at it, to let us know that he's done his business, and I can't tell if he's trying to play with his own feces or if he's trying to tell us that it needs picked up off the floor.

Any suggestions?
