Sounds like an allergy to me.  Check their food diet and make sure you're treating for fleas.  My dogs been in a cone every day for nearly 2 years now because we can't stop her from licking / scratching; we've narrowed it down to an allergy - most likely flea bites.  We've treated the house many times but haven't completely eliminated them all especially after this last summer... they bred like fire.

Do what?

Oh god, I may have read the OP's post wrong and my post should be ignored!

I saw licking and dog and hair removal in the same sentence and just assumed it was the same type of problem I had experience with. Lols.

some small dogs do this as a type of nervous habit, one of my dogs does the same. other than this nuisance, it is a healthy dog (no real pests-parasites in my area).

my dads dog had this kinda problem, he would constantly lick and chew his paws so bad they would be raw and bleed, for years we COULDNT GET HIM TO STOP. and then he started licking and chewing in the armpits of his back legs

then he started getting really dry skin around his legs and we found out its actually a skin disease of some kind ( i cant remember what its called ).

BE CAREFUL THIS ISNT HAPPENING TO YOU AS IT CAN BE FATAL FOR YOUR ANIMAL.

Lol what a bad theory, licks constantly to smell

check for lice, that or might have a rash

Dogs have two noses.

One external and one internal, which is located on the roof of their mouth.

When they lick they are depositing scent into that second nose.

IMHO, it's a pretty decent idea.

Her licking problem is bad as, But i don't know combat it , as she licks she bites your hair and rips it out @_@
Me and a few friends have come up with an idea that she might have a bad sense of smell so she has to lick constantly to smell but thats a maybe.

if your dogs constantly licks you when you pich them up or w/e to solve it you could do several things. probly the easiest would be if he / she licks you ( too much but dogs licking is  also a sign of affection so dont discourage the licking alll together )put him / her back on the floor and ignore them for a few seconds then your can pick them up and keep doin this and they will learn too much licking is annoying.
