His sister picked up a stray, didn't know how to take care of it, evidently neither did anyone else in the family. Instead of learning and educating themselves or trying to get help, they put the animal down. In my eyes, you might as well have pulled the trigger yourself.
People like that give real pet owners a bad image.

it shows signs of anxiety, and he was obviously extremely unhealthy
once a dog bites, he is always going to be on watch, and yes, if you looked hard enough you COULD find a home, but realistically, it's not going to happen, it's extremely rare you find a home that can take care of fleas and emotional problems, of a stray
not to mention vaccinations and often checkups on it simply because it's a stray
i know i wouldnt want my beloved pets to have to suffer in a case like that
so the only logical options were to
1. admit it to a pound
2. put it down
one costs the city thousands of dollars
the other cost a few out of pocket, and you ensure that the animal suffers no more
