So at the moment, its constant whining. She won't stop so I can praise her for being quiet. Is there an alternative? She's 6 weeks. She's already pee'd/pooped...and she has food and water. Any advice?

Sounds like she's stressed. Try sitting near her in a quiet room and try not to be in her face. Troll on your laptop, or read a book, or something else quiet....eventually she should calm down and come over to you for some affection.

A lot of people tell me not too, because if I give her a lot of attention, then shes always going to demand it.

Those people would normally be right but since the puppy is so young and was taken away from it's litter-mates at such an early age, you need to show her some affection and teach bite inhibition. You need to act as her surrogate mom/dad for a couple weeks until she feels comfortable.
