A lvl 60-65 item is worth 50% more than a 66-70 item. 70-80 is worth half as much, and 80-90 worth half again. What's being evaluated is the length of time the item is useful for progressing your character.
At 60-70, you want to be able to get 3 good rolls on a 750+ item so you can level quickly and worry about perfect build items later. At 70+, you should be looking for all 3-4 rolls that you need, and 800+ items.
The base price of an 800+ item with 4 best in slot rolls for your build will be in the 2500-8000 fg range, whereas a 770+ item with 3 good rolls is in the 500-1500 range, adjusted for level requirement.
Aside from level requirement:
For Weapons: pricing is item power x 3+ good build specific rolls
For Gear: pricing is 3+ build specific rolls first. This is more important than item power.
For Jewelry: You want 3+ build specific rolls. Item power is not nearly as important as getting a good roll combo.

There are no tiers above 800+ ancestral items. These are final gear items that will carry you to the end.
The highest drop on ancestral rares is 820 item power, and the highest drop on named ancestrals is 844 item power (there are only a couple named ancestrals).
