These are extremely rare Ancestrals with good rolls, but most importantly, extremely low level requirements.
These items are to help you get through that lvl 60-70 grind at lightning speed before you're doing t4 content solo.

If you are level 80+ looking for 820 ilvl gear, you are in the wrong shop.

If you are level 62-65, and want ilvl 770-800 Ancestral gear that normally only drops at Level Req 75-85, then this is the shop for you!
Some of these items are the strongest low level req ancestrals currently on the market.

those upgraded not account bound ?

None of these are Account Bound

These are screenshots in the upgrade window so you can get an idea of what the upgrades will look like x5.

I have had fully upgraded gear that is not account bound, but it is very rare, like 1 in 30 items. I think it only happens as a bug, like the bug where you can't imprint on an item.

(If you know a trick to get the upgrade bug without account bound every time, please message me!)
