If you use LEDs than you can pretty much add as many as you want to the circuit.

going to be running neons so a relay is needed, do they fire at a certain voltage or through current draw?

A standard 5-pin 30 amp relay is what you need but they can be kind of confusing.
You'll need a wire ran off the domelight, a THICK constant and a ground all going to the same location so you can wire up your relay.

where should i look for the interior light wire that is connected to the domes?

ive got 2011 elantra

i tapped the fuse but it seems to always be live

The door pin switch would be a great place to start.

might have to resort to it, i dont want the lights to turn off when i close the door though
