these type of speakers come in sets of 2. so 2 sets=4 speakers.
this price range is still entry level stuff. $100 a set is generally where they start getting into better speakers. such as

with this level of equipment determining sound quality is going to be kind of tedious since they will all be lacking in sound quality and performance in the big picture. sticking with well known brands will get you a good performance entry levels speaker with good build quality...this is about as in depth as you need to be at this point.
the frequency range of that is fine. tbh you don't want to try to play those frequencies on this type of speaker. anything under 80hz is subwoofer range so don't worry about getting that low.
20rms isn't much. almost all entry level speakers can handle this power safely. higher wattage means it can get louder because it can use more power...this however is a non-issue because you are only going to be using 20rms watts so having a 80rms watt speaker doesn't change anything because you are still only using 20rms watts.
oval speakers are inherently worse sounding and having 4 of the exact same speakers assures you don't get two speakers that sound differently and interfere with each others sound properties.

So I think the speakers you sent me the link for would be my optimal choice at this point?
I'm still not too understanding of frequencies, I understand which equipment supports what frequency from your chart but how do I know when my song or setting is playing at what level?
Like I still want to be able to play rap or dubstep songs that have some bass in them and not have that fuzzy noise. Would it be okay?
About the watts, does you mean louder as in volume control louder? I don't want to go deaf in my car so it should be fine right? It has nothing to do with quality or performance?
And those speakers should be able to fit in my car front and back right? I found this post that might be quite useful
