I would run another wire along side the amp power wire. Tapping into the amp wire would be messy. I would assume it would terminate in the trunk where you amp probably is. You don't want to tap into it anywhere else.
Most of the wiring for the fog lights can be kept under the hood in the engine-bay.
You would only need to run 3 wires into the cabin for a 3 way switch. These could all be 14-16ga.
You'll need a relay, 3 pole switch, bunch of 16ga wire, 20 amp fuse (or whatever is recommended for the lights), 3 amp fuse and proper terminal ends.
