i personally wouldn't use a pioneer sub but to each their own, for that sub you would want an amp which does 400watts rms at 2 ohms.
with two 4 ohm coils in parallel you need an amp stable at 2 ohms.

http://www.sonicelectronix.com/item_32834_Pioneer-TS-W309D4.html don't buy it from their site unless you want to get ripped off.

http://www.sonicelectronix.com/item_33006_MB-Quart-FX1.400.html amp for it

http://www.knukonceptz.com/productDetail.cfm?prodID=KCA-K4 wiring kit for it

for $70 its not a bad deal and will probably last a while but don't expect it to be loud enough to notice outside of your car.

it still won't be very loud. it will be loud enough inside your car but you aren't going to turn heads or anything like that.

Do you know how to design a ported box properly? If you're willing to spend time learning you can build a pretty damn good box for it.
I designed a ported box for a single soundstream 12" and only gave it 300watts rms and it was turning heads two blocks down.

This is the box from my last setup, 2.3 cubic feet after displacements tuned to 25hz, at those specs it's not what you'd call an SPL box aka loud on the meter, but it's a sound quality box. Meaning it'll hit those low notes much harder than most boxes will, those are the notes which if given enough SPL hit the hardest and travel further.

Really? Either pioneer makes shit subs, you haven't heard a single 12" in a well designed box, or you listen to 4 18"s on 10kwatts everyday lol.
Before I designed my box it was in a shitty sealed box and I"ll agree with you there it wasn't very loud, but if you put time and effort into learning how subwoofers respond in different enclosures you can make it work.

i wouldn't expect much more than 130db even in a perfect box on music and i don't consider anything under 140db to be "loud" in a big picture kind of way.

i don't understand your example? speaker size and box design are only two of many factors that make a sub loud or not.

and no i don't. 140-145db is easy to get with a well designed subwoofer,a well designed amplifer@ around 1000rms watts and a good box.

its a better sub for the money for sure. you will also have to buy a more expensive amplifier. like http://www.sonicelectronix.com/item_23874_MB-Quart-ONX1.1000D.html
