I have seen that many people buy skins for fgs or sell skins, can skins be transferred in the LOL?

the truth is that I have many and I have the doubt if they can be sent to another account of the game

already unlocked skins can not be transfered to another account. what ppl do is they buy the skins in the LoL-Shop and select the option "Buy as gift". So in other words: Person A Buys the skin and it gets unlocked on the account of Person B.

No they cant, but there is a gifting option to gift skins to each other
