Teemo ofc makes best use of it, since OP-ultimate, and it can be spammed whenever it comes up.
Karthus have the same option: spam it whenever it comes up, but its a long boring cooldown.
Heimerdonk is more general, like Lux, you not spam it that often as a Teemo or Karthus, since you not spam it at fountain.
Often a Heimerdonk can use ult for waveclear, to spam it more often, but you could use main abilities for that aswell
Even when Heimerdonk have 3 kinds of ultimates.
Then like Karthus(or Teemo), you have champs that basicly only ult, like Malphite or Kennen/Jhin/Ashe/Jinx.
The current meta not realy allow a pure ultimate based Kennen or Malphite atm
