you can't.

while you can obviously HAVE them in fire, you can't -evolve- them in fire.

a moon rock? have you tried it? it doesn't work

what you'll need to remember, is that eevee evolves into umbreon/espeon based on the time of the day. there are no clocks in fire/leaf, which is why you can't get either one in fire/leaf

HOWEVER, when you start ruby/sapphire/emerald, you're asked to set the clock. so! if you trade over your eevee to one of those games, and make it happy on that cartridge, it will evolve into the pokemon of your choice (espeon is day, umbreon is night) and then you can trade it back to your fire cartridge so that it can level properly.

I personally don't believe in using pseudo legendary pokemon like dragonite or any of the pokemon with 580 base stats.

And Gyarados isn't essentially bad, you just have to pick your battles with him but in general 4x weakness is scary to have and a big liability.

Also, I'm not a fan of grass pokemon. The only grass pokemon I would ever really use is Meganium as a wall.
