Galio is probably the strongest counter.
Kennen is pretty solid. Turns to be a farm lane.
Gangplank does fairly well against Rumble. But once Rumble hits 6 + spell vamp, it flips the other way.
Riven should do decently. I don't know this match up Riven has a shield + stun. Should do fine.
Ryze once he gets some MR
Udyr once he gets MR + hits mid game stride

Some others but I can't think of them.

Imo in order to beat Rumble you have to put something other than a tanky DPS top lane

Put cass up there and win

he goes in to flamethrower farm, you throw poison on him
now he can't push your lane because he can only throw spears or take a bunch of damage
he has 1 ranged skill, while cass has 3, so cass can harass him harder

once he gets a revolver he can farm though, but by the time he gets his revolver, hopefully you're further ahead

and what is if not the outrange from galio? and the magic res? and if u slow him, his q will probably not hit you so..

I didn't care until, you called out AoA for using his elo in arguments but you are always making remarks implying that you are high elo when you aren't.
