15 AD is good for early game and works really well with ADs with scaling AD skills.

Armor pen helps for doing more damage early to mid game.

So for sivir you'd recommend me to go for 15ad runes?

I like it for the early game boomerang damage.

Alright, so I have the worst time ever ending games. I will go like 15/6 30 minutes in and lose the game. This happens so often, I will win my lane, gank other lanes, control buffs and objectives and yet i still cannot seem to end the game. It seems like every team fight I will get 1-3 kills before I die and yet all my team dies. I focus their hyper carries (most of the time) right away in every fight. And yet I cannot seem to get passed 1600 elo. What tips can you give me for ending games? My lane phase is great, my buff/objective control is good too (keep timers on every single thing) and when we team fight I almost always take out their carry right away. I just need help on ending the games

Team fights is where it matters the most. You need to be the last one to die if anything. You are the carry.

Well I usually go top lane in ranked so I need to get into the middle of everything to fight. Like I said I get like 1-2 kills per team fight but I always get focused. So should I just play more passive and get less kills but stay alive?

Depends on who you are playing and what you are able to do if the problem is you die too early then i would say play a little more passive and try to pick off people.

Like tanky bruisers or like AP top lanes?

If you are tanky bruiser and they are not focusing your AP / AD carry. That is fine is they are doing well.

In that case you need to position properly when engaing. Depending your team. You generally want to defend your carries or be the one initiating.

Lee Sin protecting.

Those are some examples and yes you can swap it around if you want to be defensive as Kennen.
