I think the reason "adcs" aren't meta in mid is because they usually need gold to be strong, and they scale into lategame.

And mid prio is importent to have for junglers to gain advantages in the jungle for Scuttle 2v2 or invade.

So if you're a weak ADC mid vs a Leblanc and your jungler and enemy jungler is equal and they want to get scuttle, the Leblanc will get the upper hand and your jungler will fall behind and have no impact.
