Not only does he NOT have blue buff, but both blue buffs are clearly up, check the map.

The only reason (s)he beat me is because 3 blue buffs = 3 towers
was completely even until then

i even pushed the lane when (s)he went oom before the first blue buff, so i clearly would have won
