Gangplank is a low tier character, only works at LOW ELO ranking.

Heimer wasn't nerfed, he was buffed. If you don't think so, you're doing it wrong.

And Evelyn is one of the worst heroes on the game, she only works in LOW ELO because people in LOW ELO don't know how to counter stealth.

i always do well with plank with 20% crit runes hes pretty fun i just go infinity edge and then stack thirsters and tiamat for aoe on parrley. remove scurvy is like an infinite clarity as well. i just like him
i get thrown in with a lot of retards tho.
so many games i have under level 20s on my team. which makes it hard to keep my wins high i cant carry vs a whole fed team.

well i miss the 6 towers with hiemer. and i hate what they did to his missle.
tho his ulti is better.
and they also lowered his AP ratio if i remember correctly
