40 cdr or no cdr at all kthx

Ask anybody who has seen me play. I NEVER used visage or innervating locket in my builds. They are not worth having.

As far as CDR goes if you need the armor you can build a Frozen Heart for some CDR, but golem buff should be plenty more than enough to get you near 40%.

Just to refer to this please note that you should have almost 15% CDR base from masteries + Runes, then Golem buff + Elixir should hit 40% making items pointless.

I did not add this to the guide, but Gragas is such a strong farmer that he will be able to afford atleast a blue elixir mid/late.
