ive just evolved mine, hes lvl21 now.
what other pokemon are good i can get in the beginning ( or close after verluan city ) ?

Just evolve him right away, there is no difference in what skills you get from kadabra or alakazam and alakazams stats are better...no reason to wait

this is silly, u gain stronger skills early on if u dont lvl him.
and kadabra is already pretty strong. u can easily lvl him to 36 before u will actually need an alakazam

You don't can any stronger skills early on, what you are saying makes absolutely no sense. They learn the SAME moves at the SAME levels. Alakazam has better stats after being evolved so why would you wait. If you can have something stronger why would you not get it right away...

alakazam learns calm miind, kadabra does not
