It would help, clearly Riot isn't willing to hire the necessary manpower to manually adjudicate cases and AI isn't going to catch soft inters (who are far more common than hard inters) or champ select elo terrorists. So it needs to be outsourced to the community, a CS:GO-like system would probably work fine because of the availability of replays on the current patch.
That's just part of the problem, though. Riot has gone out of their way to appeal to the lowest common denominator by pandering to popular streamers/Youtubers who are known to soft int, I bet, because they're particularly popular with younger players. If players like T1 only raged it would be fine but they occasionally int games too. Even qtpie does it, lost count of how many games he'd get tilted from being 4-manned bot then spend more time in a grey screen than playing.
