Low elo is pretty much anything in gold and below, if he's looking for a champ to climb than he's pretty much bronze therefore does not have macro/micro skills.

Fizz is another one of those assassins that if you don't snowball and get bullied in lane you're pretty much useless until you get your power spike, but even then it might be too late. I would not suggest assassins for low elo climbing

Low skill level champs that offer high rewards is what's good for climbing low elo; veigar, annie, lux, oriana, velkoz, zilean are all low skill level champs that come to mind. They also all have something in common, utility which is great for low elo since everyone just wants to fight.

Even if you fall behind people in low elo have no fucking notion of positioning. With a modicum of IQ you can take a champion like Fizz and just roam for kills during laning, or shit on any squishy who overextends to farm later in the game.
